Responsibility, Opportunity, & Safety: Mayor DeStefano's Youth Action Plan

Hartford—Mayor John DeStefano, Jr., a Democrat for Governor, announced his Connecticut Youth Action Plan today, building on the New Haven Youth Initiative outlined last month in his Inaugural Address and on his administration’s past successes in innovative youth programming. As he has done in New Haven, DeStefano would create and appoint a Youth Task Force which would work closely with the governor’s office to coordinate youth policy.

The Connecticut Youth Action Plan focuses on three values that DeStefano believes must guide how the state government approaches youth development. These values are: Responsibility, Opportunity, and Safety.

“Solving our problems isn’t just about throwing money at this problem—it is about changing our values and how we communicate those values to our youth,” DeStefano said.

Responsibility: DeStefano will expand Connecticut’s Fatherhood Initiative, which was adopted in 2003 in honor of the late Rep. John Martinez. He will also focus on reducing rates of teen pregnancy, which he has done effectively in New Haven.

Opportunity: DeStefano would expand employment opportunities, provide additional safe spaces, and launch a statewide mentoring effort. In addition, he would coordinate support services for first-time nonviolent juvenile offenders.

Safety: DeStefano proposes specific measures that focus on reducing youth violence, including calling on the General Assembly to approve legislation that would require the reporting of lost or stolen firearms to law enforcement authorities. Too often, especially in our cities, gun traffickers legally buy guns and sell them to juveniles and criminals.

“This problem isn’t about figuring out what to do—it is about the fact that our state and federal government lack the will to do it and that is simply unacceptable,” DeStefano said.
