In the letter, Rell stated that she plans to veto legislation that attempts to establish standards that determines when and how government services are privatized. DeStefano urged Rell to sign the clean contracting bill proposed in October, 2005, which she vetoed, in addition to vetoing such a bill last spring. In October, Rell said her veto was based on fears that the legislation would hurt non-profit agencies which provide state services. The current bill excludes such non-profits, but Rell has promised a veto nonetheless.“Our contracting system is one of the major reasons that John Rowland was able to defraud taxpayers,” DeStefano said. “It is disappointing that Gov. Rell refuses to support legislation that will attempt to prevent this kind of venal corruption in the future. As Governor, I would sign this bill.”
