NEW BRITAIN -- Democratic mayoral candidate Jason Jakubowski and Mayor John DeStefano of New Haven took a walking tour of New Britain on Tuesday as Jakubowski discussed his plans for "Project Hope", a long-term revival project for the downtown area."It is an honor to know that Mayor DeStefano supports us," Jakubowski said. "He has been working on a project like this for years. He is a successful mayor and living proof of what quality leadership can do for a distressed city."
Project Hope, a comprehensive plan released by Jakubowski on July 12, is an economic development plan designed to transform the downtown area into a more diverse, cultural center for both the city of New Britain and surrounding communities.The plan relies on creating a partnership with state-supported educational institutions, including Central Connecticut State University and Charter Oak Community College, Jakubowski explained. These plans include transforming NewBrite Plaza into a collegiate sports arena and developing the Greenfield’s property, which has not been used in 14 years, into a full functioning bus and train station.
"The partnership with CCSU is essential," Jakubowski said. "Either we get support and the state helps us now or 10 years down the road they will be helping us when New Britain files for bankruptcy."
In addition to the sports arena and public transit station, Jakubowski also plans on developing an arts and entertainment district, building a new police station adjacent to the sports arena, creating an Arch Street business and service sector and opening up the abandoned buildings and apartments along Main Street
Jakubowski and DeStefano both noted on Tuesday that positive activity and diversity are essential elements in bringing residents back to the downtown area, but will require a project that could take as long as a decade to complete.
"People want to come downtown when there is action and we do not have that right now in New Britain," Jakubowski said. "We need to give them a reason to come."
"So often, communities get distracted by hockey and sports arenas," DeStefano said. "The city needs festivals and concerts; complementary activities that will attract residents. However, this is not something that’s going to happen overnight. The important thing is that you have a plan like Jakubowski does and you stick with it."
Funding for the project would come primarily from the state and not from local taxpayers, Jakubowski said. According to several local members of the Democratic party, the city has already lost the opportunity for millions of dollars in support because no plan has been available.
"For two years we have been asking Mayor Stewart for a plan and for two years we have received nothing," said Sen. Don DeFronzo. "New Britain lost millions in state construction money because they never had a plan."
"Over the past few years, Hartford, Bridgeport, New Haven and Middletown have all received millions from the state for economic development," Jakubowski said. "Now it’s our turn."
