DeStefano Jobs Plan Modernizes CT Economic Development and Workforce Agencies

Alternative to Rell plan, DeStefano plan would link workforce development and economic development

New HavenDemocratic gubernatorial candidate John DeStefano Thursday released his plan to modernize Connecticut’s economic development agencies, saying Gov. Jodi Rell’s proposed restructuring “is a day late and a dollar short, and will not create the 21st century jobs we need.”

DeStefano would modernize Connecticut’s economic development and workforce agencies by creating a public/private Connecticut Economic Development Partnership and link workforce development with economic development. (Details of plan are attached. )

“Jodi Rell’s plan falls far short of what’s needed to transform the Connecticut economy into a global leader. We need to harness the ideas and energy of the business, labor, and education leaders of this state to create an economic development agency that will move Connecticut from last to first in jobs and economic growth,” said DeStefano.

“Families in Connecticut ask one thing of their leaders: they want the opportunity to work in good-paying, meaningful jobs and to see their kids do better. It’s time for state officials to listen to the people of Connecticut,” he said.

DeStefano’s plan would help propel Connecticut into the top 10 job-growth states by allowing the state to respond quickly to the needs of businesses and by linking workforce development to economic development. The new agency would consolidate several state agencies now dealing with economic development and allow state leaders, in both the government and corporate sectors, to speak with one voice.

DeStefano’s plan, which is modeled on successful programs in Michigan and Indiana, would create a public/private partnership whose board would consist of leaders from business, labor and higher education. It would be headed by the lieutenant governor, whose principle mission would be to spur job growth and business expansion.

Under the DeStefano initiative, the existing Department of Economic and Community Development would be merged with the Connecticut Development Authority and the Office of Workplace Competitiveness. Other workforce development units would be moved out of the Department of Labor.

A separate, free-standing Department of Housing would be spun off to begin the task of forging and implementing a coherent housing policy for the state.
