Hartford - New Haven Mayor John DeStefano unveiled a plan Thursday to combat violence against women and children, including round-the-clock staffing at emergency shelters across Connecticut.

DeStefano, who is challenging Stamford Mayor Dan Malloy in the Aug. 8 Democratic gubernatorial primary, said domestic violence is a growing problem.

According to a 2005 Social State of Connecticut study, reports of child abuse in the state more than doubled between 1999 and 2003.

"There are steps our state government can immediately take to better protect women and children, and as governor I will get it done," he said.

DeStefano wants $1 million in federal funds to finance community domestic violence programs, such as shelter services and short-term transitional housing. He also wants to seek $3.5 million to provide round-the-clock staff at emergency shelters to help victims as soon as they arrive.

His other proposals include more funding for domestic violence response teams that are made up of police, victim advocates and health workers; creation of a new sexual assault forensic examiner program that would assist hospitals 24-hours-a-day; and $1 million to help victims handle civil court matters.

DeStefano said he also wants to require all Connecticut hospitals, including Catholic hospitals, to provide emergency contraception to rape victims. Such a proposal died in the legislature this year.

DeStefano announced his plan at stops in Bridgeport and Hartford.
